I use it myself, and I notice very little speed decrease. My IP changes almost every 4 minutes

How to use with Proxomitron
Leave your browser proxy settings intact (127.0.0.1, port 8080)
1. Install and Run SocksCap
2. In SocksCap's Main Window, click on File, and New
3. Profile Name: Proxomitron
Click on Browse, select Proxomitron.exe
4. Click on OK.
5. Close Proxomitron if running.
6. In System Tray, right-click on the Cap icon, and click on Proxomitron.

How to start-up with Proxomitron "Socksified"
1. Drag and Drop ANY EXE to Start, Startup
2. Right-Click on that shortcut, and click on Properties
3. Click on the Shortcut Tab
4. In the Target Box, copy and paste this in there:
"C:\Program Files\SocksCapV2\sc32.exe" Proxomitron
5. In the Start In box, copy and paste this:
"C:\Program Files\SocksCapV2"
6. Click on the General tab, and rename the first box to Proxomitron.
7. Click on OK.
8. Now browse to "C:\Program Files\SocksCapV2" and drag and drop the sc32.exe to the Start, Program Files, Startup menu.
9. Restart if you want
