Call me odd, but why not force all contributors to code to also contribute support answers in an official message board. "Don't read, don't wan't your code." Suggestions and feedback drive the business model, and it should the open model.
Thus, open source would feel less like something written by programmers for programmers, and more like by programmers for real users with real goals.
Also, the manager needs to offer carear boosting insentives to people that help a project in any manner or method--and make it plain as to benefit for participation rather than just a warm feeling.
