Two New Additions to PrxBx/TUOPF + a Promotion!

Many thanks to JJoe who has made excellent suggestions to not only combat the server load issue, but to also point out some gaps that needed some filling.

I am pleased to announce two new forums:

1) ProxHTTPSProxy - a project started and maintained by whenever, who I have promoted to a Moderator with full control of this forum.

2) Privoxy - a forum that allows for us to discuss and further explore Privoxy, a very powerful web proxy program that is under active development.

Please join me in congratulating whenever, and in contributing to these two excellent projects
