Where's my cookie?

I recently moved to a new machine. (Sorry Ralph, but you're the final man standing in the W98SE world - I've gone over to the almost-dark side, and am now using XP.) When I bring up the main page here, I get asked to sign in, but there's no option to either set or deny a cookie. That means, I get asked to sign in every time.

Is this what all newcomers get, no way to stay signed in?

Proxo is completely bypassed, still no luck.
