Even though your specific UTF-16/Unicode filters didn't work for me, I've just tried your whole configest...only to find out the admins accepted my request and turned the folder into proper UTF-8...
Do you know any other UTF-16 pages with non Latin characters which your configset is supposed to read somehow? |

Bugmenot, maybe are you mistaking "HTTP Header filters" with "Web filters for the head of an HTML page"?

Yes, I guess I should have been more clear that I didn't mean HTTP Header filters (which I assume are always in latin and thus always work).
